i have a mk 2 golf cl 1989 could somebody tell me if they fit. they are borbet bs 16x9.

also how much could i lower it by

Yes, but will need a combination of Spacers, wheel arch modification and can drop it by about 40-50 mm.

Basically you are going need to spend a good few hundred more getting the arches sorted out to accomodate 9" wide wheels.
