Ok so as others have stated you should be questioning it after the first set of discs.
But anyway, so either the discs the garages have ben supplying are seriously cheap nasty items or there could well be another issue that makes you think the discs are warped.
It has been mentioned, and I can speak from first hand experience on the E53 X5 that the lower bush in the control arm can cause judder under braking (it's a common issue on them), which can be mistaken for warping (so I wouldn't discount it).
But also have you had the hub checked for runout, because if the disc isn't spinning straight within the caliper again this can cause the same issue. If after fitting decent discs/pads you have the same issue then I'd get the bushes checked and maybe the discs skimmed on the hub to remove any potential run out.
