Hi guys, my heater on my 90 8v gti has never worked properly since owning it, but now with the colder weather coming i've decided to tackle the problem. On starting the temp gauge never climbs above 1/4 at most and when moving off will sit just above the red, although it will rise to between 1/4 and 1/2 on the gauge when idling. The heater blows out some warm air initially, then goes luke warm to cold when moving. I have flushed the system out, changed thermosat, and bypassed pressure release valves( removed them). Could the problem be heater matrix?.

sounds like its the only thing left!

Only other thing it can be is low coolant or an air bubble in the system, run the engine from cold with the cap off & rev the engine now & again to force all the air out.  Check the lower rad hose stays stone cold till the gauge gets to half way too.
