golf mk3 low speed abs activation (02j)

Good evening,

so I've had my mk3 about 3 years and it came with an abs fault that i've finally sorted today.

at low speeds around 15mph and below the abs kicks in every time.

i have an 02j gear box in the car and one thing i have noticed is below 20mph the speedo sensor is slow to respond. so i'm almost stopped and the speedo is slowing coming down from 20.

does the abs unit read from the speedo sensor or just the wheel speed sensors?

The abs system is stand alone, only getting speed from wheel sensors.
Rust build up on sensor rings is possible, are you getting any fault codes?
