Heating cooling problem help

I have a 2.0gti mk4 2002. Couple of issues. Car does not overheat. Top pipe gets hot but bottom always cold. Once the car gets hot the radiatoe fans both of them stay on constantly. Hot water pipe going in to the heating matrix gets hot but outlet pipe stays fairly cold and the heating is blowing cold air. Could anyone suggest what the problem might be

Had a similar issue on my last golf. Flushed the intercooler but still existed. Checked fuses and all ok. Local garage wanted to fit a new heater matrix but this was found to be working after all. Pollen filters clogged up can cause this problem however after much searching the problem was the propellor attached to the pump has come off :cry:
