Mk4 rear calipers and bleeding woes

Recently just swapped to mk4 rear calipers, fitted the braided hoses and began bleeding the whole system as I'd introduced air. Got to the front and both bleed screws had rounded off, so I replaced both calipers with spares I had.
I have now bled the whole system twice with the 2 man method, and have the same results. Pedal is kinda stiff, but when engine is started there is a lot of travel and the brakes only bite towards the floor. Now I didn't know about the brake regulator on the back having to be open to bleed the system, I had a look at it yesterday and the lever is loose and there is no tension in the spring.

With all wheels on the ground, should there be some tension in the spring? Or does it need adjusting?
I've never looked at it so don't know if it's knackered or has been for some time. Any advice would be great.

try a pressure bleeding kit on it.
