Rev's stay artificially high when off throttle?

Hi guy's..

My 97' golf gti 8v hunts in low gear's, but i'm thinking the cause of that is when i come off throttle in the lower gear's, the rev's stay about 1,500 rpm for a few seconds then drop to 1,000 rpm. I've totally rebuilt the engine roughly a 100 miles ago, it runs sweet, pull's fine. No Vag Com codes what so ever, the dizzy is also set within the correct values.

Got any idea's?

That would be a simple fix? I'll have a look when i get the chance.
