What they mean is that there isn't enough hardware available right now to boost the GTI to 400BHP. The most powerful modded GTI MK7's are sat at about 340BHP now and that's with Stage 1, Full TBE and intake.
So they had to transplant the Golf R engine along with all it's internal parts so they have a better base which they can easily push to 380BHP in this case.
To put it simply;
Golf R Stage 1 = 360BHP
Golf GTI Stage 1 = 300BHP
Yes I'm aware they kept the stock turbo in the GTI and so the R engine wouldn't have given the car 300BHP but I'm guessing the slight differences of internal parts have given it the edge over the GTI.
To get the GTI over 350BHP we'll be needing Stage 2 software and the hardware upgrades that accommodate it.
Don't worry. The GTI engine is more than capable of pushing over 400BHP. The parts just aren't available right now, still being researched.
