Yes. They came as standard on the run out model.

It depends what you call "run out models"

Facelifted cars with big bumpers came in at the end of 1989, although there were a few even earlier than that that slipped through. I've always thought of run out models as being late 1991/92 cars with extras added to them to help shift them before the Mk3 came along.
Red Mk6 gone replaced with a white Mk7 which has gone too. Green Mk2 here to stay.

I don't suppose they really needed to do that. I imagine releasing pictures of the mk3 shifted the last of the mk2s prrrrretty quick... Lol
It's a mk2. Fill it, drive it, enjoy it.

Were RA's ever an option on small bumper models?

I don't think so, I thought in the small bumper days you had steels, teardrops, montreals and another wheel but cant remember the name?

I've just put RA's on my small bumper and think it pulls them off really well.

I bought my 8v new in 1989 and the only factory option was standard steel or optional teardrop alloy.  I have a feeling the dealer may have offered BBS but from memory it was not until 1990 that these were offered from the factory.

I bought and still have standard steel.  Not often seen these days

Edit: 16v cars had alloys as standard, I've lost my original sales bumf, but these weren't BBs either.

I thought that was the case. I have a set of freshly re-furbed RA's to put on my 89 GTI to replace the steels which were the OE spec when my car was first purchased.
