Yes they do - the problem is (as usual) poor set up of the Tracker site. In this case its the wording - what it should actually say is:
"It takes an average of x weeks from this point for this model to reach your dealer".

I've agreed to give my current car to it's new owner on 7th March, and this is at least a week before the GTI will be with me. Grrrrr
I have been in this situation twice now. Both times the dealer has put me in car to keep me going until my new one arrives.. Speak to them.
