This is seam sealer/ anti chip coating that is applied on the car prior to primer and top coat. If you look above the lower side skirt you will see that the paint is very textured.It is normally applied by robot, and have some masking on the wheel arch to prevent overspray up the doors/rear quarter/wings. It looks like when they have removed the masking tape, they have touched the wet stone chip (note the drip going upwards, not downwards..

This should have been picked up on the inspection decks. It is an easy repair, cut off excess using a knife, then touch up (as long as they dont cut so far down to the bare metal, you will be fine).
