Mate its only Recently that MOT rules came into place meaning that all the warning lights have to come on then go off once you put the key in if that makes any sence. So likely hood is when that car got its MOT the old owner took the bulbs out compeletly.
Just take both clocks to someone that is good with a soldering iron.
Or you can as Dom say get your new clocks coded in, problem is it is illegal to code in "2nd hand clocks" and change mileage. As the mileage is saved to the clocks themsleves, I.E if your clocks say 46k miles and your new clocks say 22k miles once there coded in your new clocks will display 22k miles. If you left the new mileage I.E didnt change the mileage on the new clocks to your acual mileage then that fine. But the second you alter the mileage at all on any clocks your breaking the law.

Anyhoo, Again as Dom said, you will require vagcome to find out what clocks you have, then you will need vagtecho to code the new ones in.
VW will do this for you but they will NOT alter the mileage on the replacement clocks.
