Super easy once you have worked out which tensioner you need (remove top cam belt cover and look!)...
VW "special" tools can be fabbed out of 8mm steel bar and 4mm plate steel. For the cam holder, a strip of 4mm steel and two sets of feeler gauges is fine.
Get the torque right on the tensioner bolt though, they are easy to overtighten and bend the tensioner locating pin-thingy.
