Headlight adjuster

The drivers side h/light adjuster has stopped working, the pass. side works ok.is it necessary to remove the headlight to replace it ? the Haynes states that the bumper & wheel arch liner has to be removed to do it.

It is very tight in there. I only had to remove the Bumper on my ED30 and used my "working blind" skills to get to the bottom rear fixing screws. The wheel arch liner is only a matter of jacking the front up and then removing quite a few torx screws. 10 mins tops, so no biggy if you can't get to the screws without doing it.
