I have no idea what this is and why it sitting on my rocker cover any help will be appreciated and were should it be if its not meant to be there.

That's what it looks like to me, it should be screwed onto the side of the throttlebody.

ahh its throttle body microswitch that's meant to be on the throttle body thanks for all your help now I have to find away to re attatch it to the throttle body

It's glued from the factory to a plate which is bolted to the back of the throttle body... Areal dire does the trick well..
