mk4 1.6 aus excessive smoke

got an x plated golf 1.6 with the aus engine that smokes a lot when cold (grey smoke ) but clears down the motorway  after about 10 minutes but will smoke again when in low gears .did a diagnostic check and it says egr valve but it looks fairly new but the plug that goes on it is broken the clip that holds it in place is not there .my question is if the plug is not clipped over the egr would i get a false reading on my diagnostic kit.can the clips be repaired or do i have to change the whole wiring loom to it  .seems to be too much smoke to be just the egr valve and i'm wondering if the timing maybe out .got no other fault codes just the egr.any other ideas on excessive smoke would be gratefully appreciated
