1.8t AGU timing belt slack

I was replacing the rocker cover gasket on my mk4 gti golf and i noticed that the timing belt is a bit slack

I can slide the belt back and forth on the cam pulley with little effort

The car has done 125000mls and accoring t the previous owner he had the belt changed at 116000 by vw garage and he showed me the receipt for it

Ive had a look at the tensioner but it seems ok i cant feel any play in it and is quite while the engine is running

This is my first VW so im not familiar with these engines

Is it supposed to be this slack?

if you have the receipt then take it to the garage who did it.
it should`nt be able to just slide off the pulleys if it is tesnionsed correctly.
