Whats the best way? Can i just generously apply nitromores for example
Got some d90s in standard form and some have laquer peel so may aswell remove all and redo them or new colour
Havent got the time to sand etc as they are my only set of wheels that fit

Sanding would be quicker! Even after paint stripper, you'd still have to sand the wheels... have you considered having them media blasted? by far the best way, and they come out spotless...

As Thom mentioned blasted, ideally chemically stripped, then blasted.
Obviously need to remove tyres.

My mate has a body shop and i few times i have helped him out. You got 2 choices realy. Wet sanding with 800 grit paper getting finer to 1200 and so on. Or scotch pad it
