I honestly thought this was going to be really tough.. having researched a lot.. wthout a puller and some serious patience it wasn't gonna happen.. but......
with some careful drilling I did it in one go no sweat!!!
For anyone that needs it and wants to do it this way (it leaves a hole.. you can fill it with epoxy metal putty though)

The swarf on the steering column wasn't from this drilling so don't panic..(they were a swine to clean up)
