Cam Follower not 'springy'

Afternoon,

My friend is currently re-building the head of an ALH (1.9 oil burner), and he has noticed that one of the cam followers is not 'springy'.  I don't know much about engines, but from what he said, they usually are springy, but there is one which is solid.

Basically, he needs to know if this follower is jammed, or whether it is intentionally not springy.

Any help would be great, as we're hoping to get the engine rebuilt soon :)

compress it to ensure all the oil is out of it.. it could have hydraulic jammed.  if you squeeze all the oil out then test it... if its still jacked up then replace it.
