ring up JNL raceing   arrange to send him your engine  and some money.

decent headwork ,   good cam , and ether just a refresh or bore it out to 83mm and the ponies will arrive. will cost tho
How much we talking here? I plan to get an engine conversion in a years time so don't want to spend stupid amounts

i would say itd be more than £1500   

if your going for an engine conversion shortly ether leave it as is or just slap a cam in it for  a bit more pep
all the VW's have gone bar 1.

Being such an old car, would just giving it a tune and clean not help. Take off the head and just polish everything up. An acid bath if I can get one. There is a home tuner in the area who will do the timing and co2 for £50.

just stick a 2.0 bottom end in it. for £50 or so, and a weekend to fit you wont get better bang for buck. and it'll transform your car
