Codes 16795 and 17705 still :(

I've been having these codes for over two years. A non-VW garage has replaced some pipes, replaced the secondary air pump, cleaned the throttle body.... The car still sounds like a jet engine when I start up and turn the engine off and often when I'm at traffic lights (it might sound like it when I'm driving too, but I just can't hear it). I think it's started to knock the fuel consumption too and it's annoying me.
Is it time to take it to a VW garage? Will they actually be able to fix it?
Thanks for any help.

I have a code reader off ebay, an orange box, it wasn't expensive. The garage has used a better code reader and they get the same codes, but the codes have another name, but the underlying error message is the same.
