I'd change temp sensor first, if that doesn't fix it then change the thermostat.
Unplug , pull the c clip and remove,simples I would say thermostat though,does it get to 90 ticking over without cabin blowers on?
my last mk4 never hit 90. it always sat just below even on the warmest of days. I didn't worry about it personally. the heaters were always hot enough for me.
