It's not just photoshop, it's all of Creative Suite, including Illustrator, Acrobat Pro, Audition 3, Premiere Pro.

It's not technically for "free", it's a download for owners of the original software.

"UPDATE, 2:40 p.m. PT: There has been clarification since this story broke. Adobe has not released the CS2 software for free. Instead, it has cancelled its CS2 license management servers, so for those with existing licenses it is now offering downloads that do not require contact with the licensing servers. This service is only going to be available for those with existing Adobe CS2 licenses, which will be verified when creating the Adobe account to download the software."

Statement from Adobe:
"Effective December 13, Adobe disabled the activation server for CS2 products and Acrobat 7 because of a technical glitch. These products were released over 7 years ago and do not run on many modern operating systems. But to ensure that any customers activating those old versions can continue to use their software, we issued a serial number directly to those customers.  While this might be interpreted as Adobe giving away software for free, we did it to help our customers."

And it won't work on Intel Macs.

Adobe haven't actually said "you can't have this" as such, just that it wasn't intended for everyone.

Download and install at your own risk.

As per Dubfan's point:

http://www.cgchannel.com/2013/01/adobe-is-not-making-creative-suite-2-available-for-free/

Although:

Quote
...asked whether the company would take action against individuals who downloaded the software, CS online product manager Terri Stone posted: “I don’t think you have to worry about Adobe coming after you for this.”

There's some question as to whether it'll run on Window7 as well as the Intel-based Macs though - tis an old package (although was fantastic back in the day - I've spent quite a lot of time working with it).
Just because you're offended doesn't make you right.

According to many places, CS2 only works on G4 and G5 macs, but you can run it via a Virtual Machine if you want.

It's not supposed to work on Win7, but lots of people in the Adobe forums have got it working on Win7 32bit and 64bit.

I can now confirm that it works fine on Win7 64bit.

I have a copy of CS4 it's basically Photoshop. Can burn to a disc if anyone wants it? Will do them for £5 posted ;)
^ This is promoting piracy. Not a good idea on a public forum.
