Correct drive belt for this TDI

2002 plated 1.9 TDI 100bhp with Aircon
Just to double check - is this the correct belt required:
http://www.eurocarparts.com/ecp/c/Volkswagen_Golf_1.9_2002/p/car-parts/engine-parts/belts-chains-and-tensioners/car-drive-belt/?202441175&1&8d4ba3fb906900ad8e274c2ca1de96f1b5fbeb8b&000108?
It couldn't possibly be any other belt?
The belt itself has snapped. Would anything else be required? I'm quite positive that it was replaced only a couple months ago, or it might've just been the tensioner, though i'm sure the belt was done as well. Either way it was my brother who changed whatever it was & not a proper mechanic. He rags the car to death if this is likely to have an impact on the snapped belt.
If the tensioner was replaced the other month, would you still replace it in this case or leave it?

Here we go. Any takers on this.?....
So he got picked up by the AA last night (make use of the breakdown subscription!). They cut the belt off.
He's fitted his old belt today for temporary purposes (& because he's an impatient sod). He said that the grooves on the belt don't line up fully with the tensioner pulley. The way he was describing it was making it sound like most of the belt is over the pulley, but the edge of the belt isn't - therefore the edge of the belt is not taught.
Because of this he questions the quality of the tensioner bought last time round, which was this one:
