Water drainage...

My windows were steaming up like crazy so I checked if the pollen filter needed changing, it was dry...but there was a fair bit of water surrounding the pollen filter 'housing'.
Is it suppose to drain?
If so, where abouts is it suppose to go?

the filter is dry, feels it anyway without taking it out...
But it is really wet inside as though the wet outside is causing condensation inside
