Run some injector cleaner through it to start.
Make sure the wires connecting the cold-start injector are in good condition and getting 12V.
Is the battery in good fettle? Connections all clean around the starter?

It's used to do that to me in winter and it was the little micro switch on the TB no be operated due to TB not closing fully.

cleaned the tb body and adjusted the cable to ensure it closed fully, it might not be that but sounds like it.
when started with engine open grab the TB linkage and pull it shut to ensure the arm contacts the switch and see if revs drop.
hope this helps.

and you can also test the throttle body switch simply by holding the throttle open by hand above 2.5k rpm then pressing and holding the microswitch with your finger. the rev's should then plummet and then lift back up again, and continue to do so until you release the switch
