strange high idle

I drive a 89' F golf gti 8v with digifant injection. Recently it developed an irratic idle problem where it would increase to approx 1200 rpm (when warm), cured temporarily by putting load on the engine by turning the steering wheel and using the power steering pump. At this stage i got on the forums and got some clues...This is what ive tried so far..

idle stabilisation valve
checked/replaced vacuum pipes
new spark plugs
fuel mixture
cleaned crankcase breather pipes/gauze etc
cleaned throttle body/butterflies etc.
water temp sensor

all this has only made it worse as now it now permanently idles at approx 1500-1700 rpm!!
when the engine is cold it is fine, as it warms the revs increase.
I have backed the idle speed screw right off to the lowest setting, still revving high??? ???

ANY ONE HELP PLEASE BEFORE I BURN THE BLOODY THING OUT!!!!!! >:( >:(

Just had a look in my Workshop manual and found this:-
