I was in an accident years ago where a car slid on some diesel/oil on the other side of the road and skidded into me, the council tried to charge me for the clear up of the oil that had been the cause of the accident! they got told politely to jog on

It should be down to individual circumstances, e.g. Drink driving and plough through someone's garden wall/ damage street furniture yes you should be charged the repair but a collision with an oil spill of the like shouldn't.
