Stock they're designed to recirculate the boost pressure through the system.
I've heard by adding a waste gate it will cause the mixture to run lean during changes as the system doesn't know how to compensate for the loss of pressure during the gear change.

good to no, so if I didn't get a waste gate and just decat and make exhaust bigger would it be a help

People have mixed ideas, like some say aftermarket management can solve the issue with having a waste gate, others say it's still safer to have the boost during gear changes recirculating instead.

think yur talking about  recirculation valves or dump valves.  wastegats  allow exhaust to bypass the hot side of the turbo to controll boost pressure
all the VW's have gone bar 1.
