Help with rev counter

Hi all, just after some advice really. Picked up my mk4 gti yesterday and the rev counter was working fine. After about an hour of driving i noticed it was stuck on just over 2000 revs. Upon stopping and switching engine off the needle just stayed on 2000 revs. I tried restarting and revving the engine and the needle twitched a bit and moved up to about 2500 and is currently stuck there. Has anyone experienced this before and can offer some advice please?

never really heard of this happening, remove the cluster see if they've been tampered with.

as said remove the cluster and have a good look at the back of it maybe some bad solder joints.
