almost sounds like powersteering pump? like a vibartion noise only at low speeds

my initial thought.
however it could be ps pump. have a look at the fluid levels in it. also if your stationary and turn full lock do you get a screetching, normally if pumps on its way out you get a bit of a screetch iirc
