heater problem??

Hi all, have just put all new hoses on my 1990 mk 2 1.8 gti 8v, all hoses get warm but no hot air in cabin, because the car was stood for 3 yrs and coolant was a lovely shade of brown has the matrix clogged or can the sensor thingy play up?
