What is the best product to clean stone chips before applying paint.

Just a wash with soapy warm water, and use a tooth pick on the worst to remove any remnants of wax or polish

Is cure-it ok to seal the metal before I put some primer and top coat on the chips. I have 2 chips that are going rusty.
