I opened the link and saw a house with a set of lock gates next to it!
So I assumed (wrongly in this case) that it was a canal.

British Waterways have a duty to manage water levels in all CANALS so that they do not flood.

Thats like saying the police have a duty to stop crime so there isnt any

The river Thames often floods - ask The Boat House in ye olde Wallingford  They usually have to close off their lower deck area once a year when the river swells and the park/pools at the river side have been flooded before

I agree. Just Len and his statement of fact I was aiming to highlight... no one is going to sue anyone just becasue their local canal is flooded

I was agreeing with you and perhaps pointing out the fact that the latter terminology might have been a better choice of words for Len.
