Smoothing rear bumper trim

What would i use to smooth off my rear bumper trim where the exhaust is ment to sit, because like all the mk3's it has a section took out

 I have been thinkin about doin this mod
i was thinkin of tucking a tdi box up and plastic welding a bit cut from a 2nd bumper,  would need to try and do it on 2nd bumper first  :grin: ..if someones got a better way please tell.

Plastic weld a section in then strengthen the back with fibreglass.

Does anyone think bumper filler would work? Or would it just fall out after a while?
