the coppers on those tv programs dont go up to the people and say to them "look were about to arrest you, but can you sign this so we can record it and put it on tv, but can you also act supprised like you didnt know it was going to happen"

Fact is that filming in public isn't illegal, because you're in *public*.

Just like putting up photos of people's number-plates isn't illegal. It just annoys the paranoid, which I'm all for.
