Have you thought about paint?
Or use a fence/ wall then maybe people will see that the land is yours and would then be reluctant to park there...

Most driveways you see are a different colour to the pavements,

If you made it obvious, and took ownership of the land then hopefully people would stop parking there.

people driving those sorts of cars wont give a sh!t about any little threat of a fine. Folding bollard or small chain would be best.

He can paint whatever he wants on his drive! I would suggest painting it up to look like a massive puddle.
