16v locking flywheel

Guys im timing my KR 16v gti, everytime i tension the belt the flywheel mark moves out a few degrees. How bad would this be? If its bad, how do i lock my flywheel i cant see and holes

i've never had to lock the flywheel,  just pull the belt tight ish to the cam then pull the cams forward a littel  with a spanner so the teeth line up then when the tenstion is taken up the timeing marks should be spot on
all the VW's have gone bar 1.
