temp gauge prob on vw caddy

I have a vw caddy 1.9 sdi, the temp gauge is going up to the normal operating temp and suddenly drops down and goes back up to normal. It keeps doing this periodically.
Am I right thinking the thermostat needs replacing?

I'd say water temp sensor as a first port of call mate
