shared access drive legalities

i share a drive and the house i share with is a council house that has been taken over by a housing association. the housing association is doing the estate up by building walls and hard standing on its houses where they have space. the bit im after advice for is the other month i was digging my drive out when the housing contractors came and knocked on the neighbours door and asked if they wanted hardstanding as they had enough room. they then discussed where they were building boundary walls to.and listening to them they came half way across the drive so i interupted and told them i needed access to which they said they would look into it. i heard nothing else for a couple of weeks then i saw the neighbour and they said they were not allowed hardstanding because he had parked his car between the houses and as such had parking for his car.
i dont mind him parking between the houses but it would be better if he had the hardstanding so im after advice on where i stand if i go to the builders about it regarding my access rights and his parking between the houses.
he wants the hardstanding but they say he doesnt need it as he has off road parking which he doesnt because he has closed his access off and built a big run for his dog

i cant get any time off till the start of october so wont be able to get down to them and and by then they could have built parking bays across the front of his property as i came home the other day and there was paint all over the road marking stuff out

Before I begin.  :rolleyes:

1. Do you own or rent your house?
2. If you own, can you post me a picture of the shared drive.
3. If you own, what do your deeds say in relation to the drive.  If you rent, what does your landlord say?

i had most this week pre booked for being off but had to cancel as someone is off sick and the person that works fridays has fell over and broke her arm and shoulder also kids are back at school which means we will be getting busy.

i own my house but i dont have any pictures of the drive
when we moved in it was advertised as shared access.next door now has the run for the dog where the garage base is and only has a gate thet opens up half of the drives width so doesnt have access for a car but still uses the drive to load and unload his car
it was originally a path up the middle of the houses with a bit of mud between the path and house on either side but at some point a drive has been built obviously when next door had a garage. we dont have a drop kerb as the kerbstones have been placed curving in towards the house suggesting it was done by the council as the stones are the same as the rest. a few other houses around us have drives but dont have any breaks in the kerb it is just tarmaced where the grass was as the kerb is about 1 inch high
i dont know what the deeds say as im not sure where they are.my wife will know but she is asleep on the sofa

1. You need, as a matter of importance, to read you deeds.  This will clarify the boundaries and legality of the shared drive.

2.  In the mean time, take some pics for me.
