Your local Motor Factor should be able to mix this up for you, either by mixing up a 2K topcoat, and adding Matting agent to the mix.
Or, having your colour mixed as a Basecoat, but then adding Matting agent to the 2K lacquer, be warned though, the colour will change more than you might think! reds for example can take on a greyish/Pinkish hue, and look very naff, and also, the more Matting agent that is added to the mix, the easier it will mark and stain!
Edit, just seen the Dragon Green in your sig, in which case you would have to do this in basecoat, however, if your bodywork is in pretty good shape, then all you would have to do, is blow in any local repairs, then simply Matt lacquer the whole car, to get what you want... could look quite good!
