help regarding seized engine? ( i think)

mates got a mk2 gti 1.8 16v and he tried to turn it over and thinks the engine has seized and theres an oil starvation in sump, heres  what he said to me... make sense of it if you can  :laugh:

If it turns over then I fail to see how it can be seized...........bit of a strange conversation :huh:
