Wing Lips on Golf R

I saw a white Golf R tonight and noticed a small black plastic lip on the rear under panel that protudes about half an inch. I take it this is standard but what is it for?

They're so they stay within the law regards the wheels sticking out further than the body.

As above and only on the R fitted with 19s. The EOS were i work also has them.
