17's will fit as long as you run the correct tyre profile, however I think that generally 16" is the preferred size of most people. The coilies will fit, as will the exhaust but you may need a reducer.

Obviously you have the diameter of the wheel which is measured in inches. You also have the width of the rim which is what you refer to as 7J, this basically means the rim is 7" wide, 8J is 8" etc.

Then you have the offset which will be stamped into the wheel, on a mk3 it will typically be ET30 - ET45 (standard wheels are ET43). This basically determines how far in/out of the arch the wheel sits. As you lower the offset the wheel will stick further out, whereas if you increase the offset the wheel will sit further in the arch.

For example, if you are running standard ET43 wheels and fit 20mm spacers the offset will be reduced to ET23 and the wheel will sit 20mm further out than before you fitted the spacers.

I'm assuming you understand PCD so I won't go into that

Stolen from a website as I cba typing it out:

The term PCD stands for (pitch circle diameter) and is the diameter of a circle drawn through the centre of your wheels bolt holes. PCD is measured in millimetres and also indicates the number of studs or bolts the wheel will have.

One of the most common fitment has 4 studs and a PCD of 100mm, hence the fitment 4x100. Check the fitment guide above to check the fitment of your car, if you are unsure please check with vehicle and wheel manufacturer before purchase and subsequent fitment.

With regards to messing up your speedo, you need to keep the rolling radius of the wheel the same. This means that if you fit a bigger rim you need to fit a tyre with a lower profile.

For Example if you put a 14" rim on you would need a tyre with a high profile (i.e. a big sidewall), whereas with a 17" rim you would fit a much smaller profile tyre (e.g. little sidewall), the rims are completely different sizes but the overall rolling radius of both wheels will be identical if done correctly.
