The speed (or lack of) of any investigation is unlikely to be considered "preferential" and it would in no way "pervert" (I think that’s what you mean ?) the course of justice. Any NIP where issued would almost always be issued within 14 days and no charges would be laid until the identity of the driver had been supplied or established as part of any ongoing investigation into or in relation to any alleged offence !

"Laid" is in relation to the laying of information in relation to an offnece. The laying of information ensuring the accused's presence before a magistrates' court resulting from an arrest warrant or a summons !

There is a difference between "intent to prosecute" and being "charged with" and "prosecuted for or in relation to" !
