Golf annie too low? Help please!!!

Didn't think winding it down would make the car go up I thought they were at the top. Wasn't me that fitted them, an the guy that did told me they were wound right up.

Sorry if this is in the wrong section, im new to this site.

Ive got a mk3 golf gti annie, ive just fitted coilovers & new rear axle bushes. The reason for this was the previous owner had cut the springs which is obviously an mot fail. The car had previously been sitting far too low ( tyre right inside the arch) an i thought if i put new bushes & coilovers on this would sort the problem but its still sitting far too low, the coilovers are set as high as they can be. Anyone any ideas?
