Yup, but was it not as a result of TOC declaring that he was leaving the team?

Quote
Just prior to race three, Onslow-Cole informed the team that he would be leaving to join another, unnamed, squad for the next round at Croft. AmD boss Shaun Hollamby therefore decided to withdraw its entry.

"We were told of Tom's decision 15 minutes before the final race today," he said. "There was no point [doing the race] because he doesn't have the money to fix any damage.

who doesn't have the money.. TOC or the Team? would it be TOC's responsibility to pay for repairs should there be any damage?

The money comes from both team and driver sponsors. No driver sponsors = no drive these days.
