Diesels like hot air, so a cold air feed isn't a benefit for them.

That I didn't know.

diesels like more air, diesel like more fuel.

turn the fuel up and you'll get more torque,   then turn the boost up to burn off the smoke, bigger intercooler then turn the fuel up ...... boost ...... fuel..... bigger injectors....boost ....fuel ....... bigger turbo.....fuel.....boost.....fuel.....boost... methanol.....boost.....fuel ........BANG..... fit new enigne

only to a point,   cooler air = better inlet charge density, also means cooler compression tempriturs so it can hold them back a bit.   but automotive diesels don't really get to the point where low intake temps are a problem  modern TDI's run some quite massive intercoolers so run them as low as you can they won't be low enough to be a problem.   anyway optomum intake temp is masssivly dependant on the type engine but it is not unknown to use the coolant to heat the air intake on big gennys/ plant / marine diesls that see artic conditions
all the VW's have gone bar 1.

There's a company on here that can sort you out the remaping, is it R-tech?? I can't remember, search for it.  As for turning the boost up I have no clue.  If you're gonna change the exhaust and air filter do that before remapping.

On the B5 Passat 1.9TDi those mods would see an increase from 150bhp to 180bhp-ish.  Apparently you can go further with that, but don't quote me on that.
