Foglight/Headlamp unit wiring

I'm thinking of transplanting the foglights from a pair of knackered GTi headlamps into the chrome blanks of non-GTi headlamps which are in far better condition.
When I opened up the back of the non-GTi passenger side unit, there are two sets of wires that aren't connected to anything. In the picture, they are the two sets of wires trailing to the left - one are joined to a black connector, the other are joined to the smaller white connector. Do both of these attach themselves to the main headlight bulb, or is one supposed to be for the (missing) foglight, or the headlamp levelling, or something else?

The black one is for the headlight bulb and the white one for the leveling motor, chances are the fog light wiring is not present if the lights are a non foglight model

you wont have fog light wiring if never came from factory like that
